I think that is by design, but we need make a distinction between a group that can edit all comments and a group that can see/edit private comments.
Since BMO wasn't using the insidergroup for much, and the security folks needed a way to hide and read hidden comments and attachments we kind of adopted it. Splitting the abilities back out would make sense. Security folks need the ability to - edit the "private" flag on a comment or attachment (that is, make them private or public as needed) - read private comments and attachments We do NOT need the ability to EDIT the text of private comments, just the "this is private" flag. I don't know what else the insidergroup can do. It may make sense to keep the comment-text-editing ability in a separate group anyway.
