I just ran `./mach bootstrap` from a tree that I've not built in before. And I DON'T want to build in that tree. Yet after asking me for lots of confirmations, it went straight into building the tree without asking me. I only want it to bootstrap the builds, not auto build, especially not without a prompt.

Per conversation with :kmoir, I'm going through untriaged bugs in her components and marking the ones which look to be enhancements/tasks with the enhancement severity to get them out of the triage queue.

I'm not sure since when it hasn't built, or what bug changed that, but it's not building after mach bootstrap as of now.
