Steps to reproduce:

1. create tabs for any website.
2. go to about:config
3. change dom.storage.next_gen to true
4. enable Mozilla Location Service
5. restart Firefox Nightly


Actual results:

Restored tabs cannot be loaded

Restored tabs should be loaded

this sounds simply like another instance of bug 1494748.
Sorry I tested again without change dom.storage.next_gen to true.
