If the tree is closed, and you try to land something, it goes into a "queue" but when the tree reopens it doesn't look like the queue is processed in FIFO order. e.g. I tried to land D13497 this morning, and D13543 a few hours later, both during a tree closure. D13543 just went to autoland but D13497 is still pending.
It would also be nice to have some place where I can take a look at the Lando "queue" to see what's pending, so that if I want to lando something I can make sure there's nothing ahead of it in the queue that will require me to rebase.
