Updated to Thunderbird 60.3.2 32 bit and I no longer receive "delivery status notifications"

Steps to reproduce:
When I send a message, I want to receive a notification of delivery status so I check that option under the option pull down
Actual results:
Have not received any "delivery status notifications" . This may have been happening before we updated to 60.3.2 but I just noticed it after the update.
Expected results:
I used to get "delivery status notification" every time I requested it.

There are two types of notifications:
Read receipts sent by the e-mail client of the recipient.
"Delivery status notification" sent by your providers server. I have a few providers and most of them do NOT sent those receipts. It's got nothing to do with TB and we can't fix it. You can go back to an older version, say 60.2.1 from here

to prove the point.
Should that make a difference, please report it here.
