For dev ed 65.0b1, Ship-it suggests: 64.0b1build1,63.0b1build1,62.0b8build1
It should probably be: 64.0b14, 64.0b13, 64.0b12

For ESR, the partials look correct, but in the past, for ESR, we have built 4 or most recently, 5 partials. Ship-it is only suggesting 3.
Suggested: 60.3.0esrbuild1,60.2.2esrbuild2,60.2.1esrbuild1
What I then tried using: 60.3.0esrbuild1,Firefox60.2.2esrbuild2,Firefox60.2.1esrbuild1,Firefox60.2.0esrbuild2,60.1.0esrbuild2
With the ones I put in manually, I got an error message, "More than one release entries for firefo releases/mozilla-esr60 Firefox 60.2.0esr build 2" So, I started the build with just the 3 default partial suggestions.

I'll make sure we suggest 5 partials for ESR.
