Yesterday was the point release of Mercurial 4.8. We should upgrade to the new server version while we are at the all hands.

By the time we get to this, 4.8.2 will be released. Updating the bug accordingly.

We've lagged on this for a while. 4.9 is a major version bump and is already available for public use. Typically we wait until the minor bugfix release to upgrade hgmo. Once 4.9.1 is out, let's upgrade to that version as soon as possible.
