When the mouse is held over an icon in the navigation toolbar, a description of
what will happen if the icon is pressed pops up. However, when in the pull down
menu of pages to access backwards or forwards, the description gets mixed up.
It's description is determined by the previous action's description. If the
browser has just recently gained focus, and no other icon has been hovered over,
a small empty box appears.

Reproducible: Always
Steps to Reproduce:
1.Open mozilla
2.go to any page
3.hover over any button on the mozilla navigation bar(try the 'x' icon)
3.click on the small arrow directly underneath the back arrow icon
4.hover over the page name in the menu.

Actual Results:  The popup description box displays "stop loading this page"

Expected Results:  popup description should be "go back to page foo"
