[Perf] titledButton at min width causes excessive reflow

Details
Open apprunner with paint flashing on, resize the window to about 400 pixels wide
(enough to make the titled button in the status bar reach its min width). mouse
over one of the links on mozilla.org and you'll see the content area and the
status bar flash. Only the affected button in the status bar should flash.
Resizing the window wider so that the button is no longer at its min width
exhibits the correct behavior.
