this would be similar to e.g. the toolbar customizations of MS Word etc.
and would allow for easier insertion/removal of separators

(I want to quickly rearrange the personal toolbar items and
to group them with seperators without having to open the bookmarks sidebar)
alternative proposal:

allow drag'n drop of separators
reporter - what exactly would this "begin group" toggle do?  

as for the alternate suggestion, this is bug 146448.
