reproducing steps: - add some bookmarks to your Personal Toolbar - add a folder to your Personal Toolbar - add some bookmarks to that folder - try to drag'n'drop this folder to some other place in the Personal Toolbar: bug occurs: move not possible
use shift or alt while dragging.
