Unfortunately, that link to "https://developer.mozilla.org/docs/Project:Subject-matter_experts" is 404.
We filed a request to fix this a while ago, but then in the meantime have taken steps to change our docs bug reporting procedure to use GitHub issues instead. So early in the new year this form will go away/be redirected to a different place.
