That often indicates that the window doesn't have focus.

Moreover, some of the test failures further down (e.g. focus-within-004.html) are explicitly testing whether an element has focus, and they're rendering as if it does *not* have focus, when it should (it's got JS that should explicitly focus the element).

So, this is further indication that this is a window-does-not-have-focus issue, and is a harness bug or an issue with some popup notification on the machine that stole focus away from our reftest window.

Moving to Testing|Reftest for now, but it might really belong in RelEng or something.
