I noticed this with the upgrade to Nightly 66. I have Firefox set to open new tabs from links (ctrl + click or middle click) in the background. If a window is full of tabs such that tabs scroll off to the right and the current focused tab is on or near the right, then opening new background tabs usually scrolls the tabs in order to keep new tabs on screen. With the upgrade to Nightly 66, this stopped and new tabs are opened, but are not kept in view. This has led to me not being sure if it opened and opening the same link multiple times. Another nightly user confirmed this behavior.
