We have and will consider placing a link, likely in the footer, to this page - https://www.mozilla.org/en-US/firefox/releases/ for broader exposure

The page you've linked already links to the release notes for each version. I'm talking about the homepage which is https://www.mozilla.org/en-US/firefox/
There's no way to get to the release notes (or the page you linked) from there, and if there is it is not obvious at all. CTRL + F for "release" and "change" returns nothing, and none of the links in the Firefox menu at the top lead to the release notes. The "Features" page also redirects to the same home page which has no link to the change-log.
I believe for most of Firefox history the change-log/release notes page was prominently featured and easy to access from the main webpage.
I apologize. I misread your comment. In that case I believe a link to that page in the footer would be very helpful, or perhaps in the Firefox menu, or even by the download button as it seems that is a long running convention.
