User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:60.0) Gecko/20100101 Firefox/60.0 Steps to reproduce: Add text encoding button to toolbar. Pin it to overflow menu. Actual results: The text encoding button in overflow menu is always grayed out. Expected results: Text encoding button be normal in overflow menu

It's greyed out in the same cases where the menu contents are greyed out if you add the button anywhere else. E.g. on http://www.rikai.com/library/kanjitables/kanji_codes.sjis.shtml it is enabled for me.
