We should create a new user event when we hand-off search from Activity Stream to the Awesomebar. It would be triggered from Activity Stream.

This will require a data review.

Yes. This collection is documented in activity stream's github repo.

Is there a control mechanism that allows the user to turn the data collection on and off?

Yes. This can be controlled in Firefox's Preferences.

If the request is for permanent data collection, is there someone who will monitor the data over time?

Yes. Ricky Rosario and Nan Jiang are responsible.

Category 2, Interaction.

Default on for all channels.

No.

No. This collection is permanent.

I have verified that the issue is no longer reproducible on the latest Nightly 66.0a1 (Build ID 20190120213632) on Windows 10 x64, Mac OS 10.13.3, and Arch Linux 4.14. A ping is sent everytime the focus is switched to the Address bar.
ex:
