User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/12.0.2 Safari/605.1.15
Steps to reproduce:
macOS can custom Firefox shortcuts with "menu title" in system preference.
Actual results:
The "menu title" for menu item like "Recently Closed Window"、"Recently Closed Tabs" is dynamic.
Expected results:
I think it's better to move the shortcut to alone menu item. Like the image file.

Hi Amy, what do you think we should do here? Should we put the shortcut on the menuitem for the specific window that will be reopened (what we do now) or put the shortcut on the generic menuitem (what this bug is proposing)?

I discussed this with Amy and the current implementation is preferred since it marks which window (if there are multiple in the list) will get restored when the keyboard shortcut is used.

Current implementation will make these two shortcuts impossible to custom.
Safari also put the shortcut on the generic menuitem.
