Spinoff from https://phabricator.services.mozilla.com/D14407#inline-77836 - if you use `fetches` in a task to fetch artifacts, you currently cannot give it a toolchain alias. So e.g. trying to fetch linux64-rust won't work, you have to say linux64-rust-1.31. Which is not great because then you have to update it with every rust version bump. We should make it support aliases as well.
