This is a follow-up bug according to Bug 1514202 Comment 7.

When blacklist/whitelsit preference for a feature is missing or the tablelist is empty, we should consider either have a way to skip classification for the feature or add an early return for empty table list in :AsyncClassifyLocalWithFeatures
