151530 - Cannot just digitally sign an e-mail if I only have a signing certificate

I (and the other 6,000 people at my university) have recently been issued with
Signing Certificates from our own certificate server. Note - These certificates
DO NOT allow encryption.

Mozilla (and Netscape 6) both will not let us sign an e-mail and send it off -
after clicking 'Send' it states that we need and encypted certificate to sign
our e-mail. Unfortunately though our certiificates do not yet support encryption.

Reproducible: Always
Steps to Reproduce:
1.Import Monash University CA Chain in to Mozilla
2.Import my Digital Certificate in to Mozilla
3.Set up Mail and Newsgroup settings to use my Certificate for signing
4.Try to sign and send off and e-mail results in error

Actual Results:  Error message comes up

Sending of Message failed
You specified that this message should be digitally signed, but the application
either failed to find an encryption certificate to include in the signed
message, or the certificate has expired

Note - we don't HAVE encryption certs, only signing ones :-)

Expected Results:  It should sign my message and send the mail
Recipient should see the message is signed but not encrypted thus enforcing
non-repudiation

Monash University uses Netscape Enterprise Server for mail and calendar
services, we have over 3000 staff and over 10,000 students - My understanding is
the Uni wants to move to Netscape 6 type stuff when it comes out for enterprise
- but currently they're waiting until a) it becomes available and b) that
technology (like certs) are working properly
