Bug 1515611 removes backgroundInterval from nsIUpdate in part 1 and QI nsIWritablePropertyBag instead of nsIPropertyBag on nsIUpdate in part 2.
Port nsIPropertyBag to nsIWritablePropertyBag where we use the update. And remove the prefs.
