Steps to reproduce:
When I create a new account, I have to confirm an exception for the SSL certificate.
But I can not complete the dialog because the OK button is not visible.

You mean the setting under Windows?
Yes, I changed the scale to 105%.
And yes: if I reset this to 100%, the TB dialog is displayed correctly.

Another scaling issue? (like bug 1497902)
When it's with scale 100% correct and a bigger one not, then yes.
