If you have Return Receipts pref panel, in Global Preference window,
'Allow  Return Receipt for some messages' set to 'Never send',
you can make the drop down box label 'dissapear' by toggling
between the prefs like 'labels' and 'return receipts'. The pref
is still set if you click ok/cancel and revisit the Return
Receipt pref. But the drop down box label can dissapear.

This only occurs for 'Never Send', I don't see this
for 'Ask me' or 'Always send'. 

This does NOT occur in Account based Return Receipt prefs,
only in the global Return Receipt prefs.

Using commercial branch on NT 4.0
Mozilla/5.0 (Windows; U; WinNT4.0; en-US; rv:1.0.0) Gecko/20020611
& PR1 on Mac 10.1.4

Steps to Reproduce:
1.Create a mail account.
2.Go to Edit|Preferences|Mail&Newsgroups|Return Receipts
3.Select 'Allow Return Receipt for some messages' if it
  isn't already selected
4.Take any/all of the 3 drop down menu items and change them
  to 'Never Send'
5.Click ok
6.Repeat step 2 above
7.Notice drop down menu items say "never send"
8.Now click on the pref right above "Return Receipts" 
  marked "Labels".
9.Now Click back on pref "Return Receipts" 

result: drop down menu items are blank
expected: drop down menu item to say "Never send"

If you exit the preference window and revisit the 'Return Receipts'
then you will see 'never send' label back. It only disspears
when toggling between 2 different preferences during same session.

This dissapearnce thing is a temporary thing. Polish bug?
