testing/runtimes/writeruntimes.py is used to help get outliers for runtimes so we can do a better job of balancing our chunks while testing. We usually run this script a couple times/year. I was looking into this for experimenting with generating other artifacts and found it was broken- this is since the activedata upgrade in late october.
