From Bugzilla Helper:
User-Agent: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.1a) Gecko/20020610
BuildID: 2002061108
This appeared in 1.1 alpha (not in 1.0 branch).
<form> tags inside <td> have always produced extra space, but in the latest
build even if it is outside the <td> or <tr> it adds spacing surrounding the
form element, producing weird effects as above.
I've also noticed this causing problems in Yahoo Mail.
Is this a bug, or is it actually the way HTML should behave?
Reproducible: Always
Actual Results: saw extra spacing inside table
Expected Results: not done the spacing

Also happens on http://www.cs.hmc.edu/~jruderma/s/old7/. All the other
browsers I tried, as well as older versions of Mozilla, don't display a blank
line above each form.
