User Agent: Mozilla/5.0 (Android 7.1.1; Tablet; rv:66.0) Gecko/66.0 Firefox/66.0 Steps to reproduce: 1. Open bugzilla.mozilla.org 2. Remove Firefox from Recents 3. Disconnect from a network 4. Open Firefox 5. Stop the page from loading 6. Connect to a network 7. Refresh the page Actual results: About:blank opens Expected results: The page should load normally
After further testing, it doesn't require a change in network state.
