Steps to reproduce:

1. Enable gfx.webrender.all
2. Enable gfx.webrender.picture-caching
3. Enter https://www.cnbc.com/bonds/
4. Scroll down

tab part indicates the site

tap part should not change

This has started happening on ALL pages. 
STR:
enable WR. Enable picture caching
search "obama" on google, and scroll down. Parts of the page appear in the tab-bar.
This is a minor issue.
When scrolling down, tap part mostly blanks.
when scrolling up, tap part indicates part of a site.
Fixed by servo/webrender#3455.
