Steps to reproduce:
1. Select a message in the SENT box which includes an attachment
2 [review]. Select 'Edit as new Message'
3. Click in the attachment box (not on the attachment but in the white space)
Actual results:
Thunderbird hangs
Expected results:
Nothing

This should result in the file explorer opening. Which it does for me on Windows 10 - I cannot reproduce using 60.4.0.
What happens if you start Windows in safe mode, then follow your steps?

What happens if you start Windows 7 in safe mode?

In safe mode it behaves as you describe.
I then restarted normally, and (following a few seconds' wait after clicking - less than I ever waited before), it also behaves as you describe.
Guess it's my system: sorry for wasting your time.
