This is blocked on upgrading to Django 2.1, so has been pyup-ignored for now.

Add pyup ignore marker for mysqlclient 1.3.14+ (#4411)
Since it's not compatible with Django <2.1 - see:
https://github.com/mozilla/treeherder/pull/4342#issuecomment-444888366
Bug 1517253 is filed for updating it once we're using newer Django.
Closes #4342.

The backwards-incompatible change has since been fixed, so the latest version now works with Django 1.11 again - meaning this is no longer blocked on the Django 2.0 upgrade.
