Details

At least in automation, we should throw/error out when L10nRegistry get a request for a file that cannot be retrieved for any combination of sources.

For example, in bug 1516799 we have a case where `brand.ftl` was missing in Android, and there was no console error from L10nRegistry about no bundles being generated in result.
