- Windows 10

[Steps to reproduce]:
1. Launch Firefox;
2. Open the devTools Inspector;
3. Click to select the Memory tab;
4. Click on the (take) Snapshot button at least 2 times;
5. Hover over any button from the memory section,
*pick element from page button also affected;

[Expected result]:
- content is properly rendered;

[Actual result]:
- black boxes flash on the memory section and the inspect element buttons;

[Regression range]:
- bug 1503824 appears to be at fault;

[Additional notes]:
- attached recording with the issue;
- after being tabbed out, clicking on record call stacks checkbox triggered the black_box for the snapshot button as well (not reproducible after click/hover more than once);
- not reproducible on macOS and UbuntuOS;
- builds not affected: 63.0.3, 64.0, 65.0b4, 65.0b7;
- adding bug 1513522 to the see also section since the issues are similar;
