The phrase in treeherder code you are looking for is "open_recent" - things are only shown in front of the show/hide if they have been modified in the last 90 days.
Phil is correct - at present this is working as designed (show open+modified recently bugs initially and hide the rest under "show more"; unless there are zero bugs in the former category, in which case show the other bugs initially too).

We're happy to have switch to another heuristic, if you can think of one that balances the signal/noise in an improved way?

Ed: In general, intermittent bugs are getting automatically resolved as incomplete after 3 weeks. Noise should be low from dropping the time threshold.

Emma: Can you provide information what kind of intermittent bugs like bug 1421750 are not automatically closed for 3 weeks of inactivity? Thank you.

That job is run by hand and consequently was not run on Christmas and New Year's Day. Running it today.

It's been idle for 7 months; the answer is in the query in https://wiki.mozilla.org/Bug_Triage#Intermittent_Test_Failure_Cleanup - "Blocks: (is empty)", so none of the idle bugs blocking the incomplete bug stylo-intermittent-test-failures will be automatically resolved.

:aryx, is this still a problem? It is hard to tell from the dialog

This got increased to a year in bug 1530966. Let's close it and revisit if needed.
