We are uncertain of the page load time impact of changing "network.cookie.cookieBehavior = 0" to "network.cookie.cookieBehavior = 4"
If we send the value of "network.cookie.cookieBehavior" along with our standard telemetry pings then we can get some measurement of impact across users. This should be simple enough for uplift for 65.

Oh, hadn't noticed that, will have to chat with some Data Scientists to make sure that we can connect that with page loading events.
