User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:64.0) Gecko/20100101 Firefox/64.0 Steps to reproduce: Open Firefox in only one window. Open links in new tabs. Before you go to bed close each tab one by one. The last tab should be closed from its own close button (not from close button of the window). Shut down Windows 10. Starts Windows 10. Click Firefox shortcut in the task bar. Actual results: Firefox starts with two windows. This issue exists since few weeks. I cannot reproduce all the time but most of the this issue appears. Expected results: Should have started with only one window.

Seems like an issue with the restart-when-Windows-restarts thing (which, I will admit, I (perhaps as a dupe but still) requested). Could it be that there's some hung process which appears visually to not exist but is still alive and then when Windows restarts it brings the window back up?

When I close Firefox there is no other window, I mean no windows at all before I shut down Firefox. May be Firefox is in a process of being closed but I don't use another heavy application other than Firefox thus Firefox should end its own processes in a short time. Also I close all tabs one by one. Moreover I have SSD (ThinkPad E470) thus if Firefox is saving something to the disk it should be fast I guess. In addition to these I don't have any Firefox extensions and the only plugin I have is OpenH264. Finally I click "Shut down" from the start menu. May be it takes a bit time to terminate its own processes of Firefox when I close the last time end thus when I "shut down" Windows 10 it saves Firefox as "not closed yet" sate.

Okay, now I have opened an application called "Task Manager" and then I have observed how long it takes for Firefox to terminate its own process and it looks like it takes around 10 seconds.

Hey Adam, can you try to confirm this. If you can lets try to get to it when we have some free cycles in H1.
