Steps to reproduce:
1. Click 'write' to start a new email.
2. Type a few lines in the body of the email.
3. Click page up or page down.
Actual results:
Nothing.
Expected results:
The cursor should have moved to the beginning (for page up) or end (for page down) of the body text.
Note that this _does_ work once the body text gets longer than the window. Once the scrollbar appears, page up and page down start working normally.

Well, bug 1499430 is about PageUp/Down on a short document, bug 1482425 is about Shift+PageUp/Down.
