If targeting P, we need to list the FOREGROUND_SERVICE permission in our manifest.
This is a "normal permission", so it will be granted automatically when we are installed and won't interfere with automatic updates on the Play Store.

Permission added only in API28, so cannot be added until we actually build with that.

We use foreground services, so this is necessary in order to be able to target Android P.
