If targeting P, we need to list the FOREGROUND_SERVICE permission in our manifest.
This is a "normal permission", so it will be granted automatically when we are installed and won't interfere with automatic updates on the Play Store.

Hardware: Unspecified → All

Permission added only in API28, so cannot be added until we actually build with that.

Depends on: build-android-p
We use foreground services, so this is necessary in order to be able to target
Android P.
