Steps to reproduce:
Load https://twitch.tv, click any stream or VOD
Actual results:
Page loads, video player acts like it is playing, but no video/audio at all.
Expected results:
Video should have played.

No we don't. Since you and me are the ones with ARM machines it would have to be investigated by one of us :-)

If you have a ARM64 machine can you try to confirm or not this issue?
Confirmed. :ajones and :cpearce are also aware of this. I'm uncertain if they've investigated further than I.

When I clicked to view video stats on Twitch it shows:

Playback Rate:0 Kbps
Memory Usage:64 MB

It appears we're not getting the content to playback?
It plays when you set javascript.options.wasm=false so I'm going to mark it depending on bug 1521939.
