don't like ctrl-shift-L to open a location

Details
Suggestion: we've been teaching people to use ctrl-O for years to "open a
location" NOT to "open a file."
Control-shift-L is very awkward for keyboard oriented folks.
Even ctrl-L would be more do-able.

Ctrl+L works fine. Making Ctrl+O bring up a dialog similar to the Ctrl+Shift+L
dialog is bug 29947.
