1518526 - Project repo `cedar` is absent from Treestatus

I reset the cedar project branch in bug 1518167, and when attempting
to make a push, the tree closure hooks is triggered. Upon inspection
of the Treestatus web UI, cedar has been removed from the application
and this is triggering the hook. See Bug 1518167 comment 8 for more.

I'm not sure what caused it to be removed, that may be worth
investigating, however we will need it to be re-added to allow pushes
to cedar.

Fixed. Among the possibilities for what caused it to be removed is the fact that it no longer appears in treeherder's list of repos. Or that it was retired during the buildbot era, that caused it to be removed from treeherder, that caused it to be removed from treestatus, or that skipping the "look at treeherder" step.
