1518570 - Update task cluster configuration for oak

We will be testing the Update Agent project on oak it needs to be updated so it creates and serves updates like it used to before taskcluster. Having the configuration for oak in m-c will also help prevent issues with taskcluster updates and changes that don't include oak which has caused breakages when merging m-c to oak.

The intent is to land this on central, to minimize the merge conflicts on oak

Oak is going to be used for Updater testing so needs release keys and such, and does not need android.
This approach is different than the previous oak approach in that it amends how we calculate 'trunk' and 'release'
projects to include 'oak'

There may be some slight configuration issues lurking in the by-project, but this is the first step. This should get
us most of the way there
