20020612 branch builds LDAP replication actually doesn't require user name and password in 'Address Book LDAP Replication' dialog to continue to access the directory server. You can leave 'User name' & 'Password' empty or type whatever user name and password to continue to replicate the server. Replication should behave as support for "auth / Log in with user name and password" in LDAP addressbook / LDAP autocomplete.

Summary: replication doesn't require user name and password to access the directory server → replication doesn't require user name and password to access the directory server
That's because the servers inside netscape are configured to allow enough access for anonymous replication. So this is actually functioning correctly.
