I'm not sure why this started breaking, but when trying to restart the signing servers for the latest puppet pyup merge, I hit the error No handlers could be found for logger "__main__"
.
For whatever reason(s), we're logging before hitting the log setup function call. I know this patch works. I think this is a low-risk patch.

When trying to restart the signing server, I hit the error `No handlers could be found for logger "__main__"`. I'm hoping this is a harmless patch to fix.

We can bump the SIGNING_SERVER tag, or wait for the next "real" fix.
