STR: Hover Element Picker icon in DevTools toolbar.
AE: Tooltip without shortcut.
ER: Tooltip shows shortcut (Ctrl + Shift + C or Cmd + Shift + C, depending on OS), just as panel tabs and RDM icon.

Augments tooltip with keyboard shortcut. Reflects the multiple shortcuts possible on macOS as seen in the Inspector tab tooltip.
