1519424 - Use debian9 build image for running the profile in 3-tier PGO for linux

glandium built a debian9 build image in bug 1519293, and testing on try appears to fix the XDG_RUNTIME_DIR errors from bug 1516114. We can update the run task for the 3-tier PGO and do a side-by-side comparison over the next few days to see for sure if the results improve. If so, we can revert commit https://hg.mozilla.org/mozilla-central/rev/6692901d43cf to enable Linux 3-tier PGO.

The new debian9 build image appears to fix the errors connecting to the
X server when running Firefox to generate profile data for PGO builds
(bug 1516114). By updating the image here and leaving 3-tier PGO
disabled, we can see if the generate-profile tasks intermittents go away
while 1-tier intermittents persist to know for sure that this fixes the
problem.
