Adobe released a new Flash update (version 32.0.0.114) on 2019-01-08. We should soft block (force "Ask to Activate") for all versions strictly < 32.0.0.114 on all operating systems.

Do you need exact version numbers to block? Or does the blocklist allow < or <= version rules? I can get the exact version numbers, if that is easier for you.

FWIW, the latest Flash Beta version [1] is 32.0.0.105 (2018-12-10), which won't be blocked if we are only blocking <= 32.0.0.101.

Maybe that is OK since there is no more recent beta version? Perhaps that beta version has all the fixes that are in Adobe's latest stable release 32.0.0.114. I don't think we need to change the new block range at this time.
