Adobe released a new Flash update (version 32.0.0.114) on 2019-01-08. We should soft block (force "Ask to Activate") for all versions strictly < 32.0.0.114 on all operating systems.
Do you need exact version numbers to block? Or does the blocklist allow < or <= version rules? I can get the exact version numbers, if that is easier for you.

From https://helpx.adobe.com/flash-player/release-note/fp_32_air_32_release_notes.html I read that 32.0.0.101 is the latest version to include in the block range.
The blocks have been staged. Jorge, can you please review and push?

FWIW, the latest Flash Beta version [1] is 32.0.0.105 (2018-12-10), which won't be blocked if we are only blocking <= 32.0.0.101.
Maybe that is OK since there is no more recent beta version? Perhaps that beta version has all the fixes that are in Adobe's latest stable release 32.0.0.114. I don't think we need to change the new block range at this time.
