To better handle regressions and keeping tests green we want to bump the tier level of Mn opt test jobs on Android to Tier1.

I checked the history of Mn test jobs on Android and we are fairly stable with just a few low intermittent failures. So I think we should at best remove the tier2 completely, and also bump the tests for debug builds to tier1.
