Steps to reproduce:
- Open bugzilla.mozilla.org
- Perform a search
- Scroll to the bottom
- Zoom in
- Refresh the page
- While the page is loading attempt to scroll
Actual results:
An element from outside the screen covers the page until after zooming out.
Expected results:

Hi, thanks for your report. I don't understand very good what's your issue. Please let me know if it matches my findings with yours.
After zoom in and refresh the page, I tried to scroll up and down but the page is stuck and doesn't let me scroll to the top. Also, on the bottom, it appears a blank bar which is covering the content of the page.
Devices:
-Motorola Nexus 6 (Android 7.1.1);
-OnePlus 5T (Android 8.1.0).
Notes:
- The issue disappears after zooming out.
- Not reproducible on the latest Beta 65.0b12 and Release 64.0.2.

This is referring to the blank bar.
The scrolling issue may be caused by the space the element is taking up.

Chrome has the same behaviour. I don't fully understand the cause, but it seems to be some sort of interaction between zooming, and Bugzilla's page structure (the scrollable content being inside a scrollable <div> element).
In the state depicted in the screenshot from comment 3, you can pan on the content in the top half, and it will scroll successfully, restricted to that top half. This is the scrollable <div> element scrolling. The blank space at the bottom is part of the document outside the scrollable <div> element. It can also be panned, causing the document itself to scroll.
The part that's not clear to me, is why the blank space is present when zoomed in, and not when zoomed out. But again, this happens in both Firefox and Chrome.

While I can reproduce in Fennec, this doesn't occur in Focus GV65.
