Actual result
Steps to reproduce:
Create a window with browser.windows.create with type "popup".
Actual results:
Window has a 2px border at the top between content and titlebar (border on root and #navigation-toolbox::after).
Expected results:
Window content is flush with titlebar.

I am not sure this is related, but in ABP extension we had a similar issue, with the black border all over the popup page, and only in dark mode.
We're fixing it by removing background-color from the body:
