I'm not totally sure this is a Mozilla bug, but I can't figure out a way around it or why it would be desirable behavior. On the listed URL, the <HR> slices through the image. To attempt to override this behavior, I set the relative z-indexes to make the IMG override, but the behavior stays the same. When the IMG is set to ALIGN through the HTML rather than through a float command in the CSS, this does not happen (although it did in older versions of Mozilla, which is another reason I suspect this to be a bug).
